Phillip has over 20 years’ experience in international development consultancy working with customs authorities, other border agencies (SPS and TBT) and the private sector in developing countries providing technical assistance and capacity building to improve the management, control and facilitation of goods moving across borders in line with international leading practice standards. He has previously advised the UK Government on international development projects and is a short-term engaged expert for the International Monetary Fund (IMF).
Phillip is well versed in the technical aspects of customs clearance including risk management, coordinated border management, valuation, Rules of Origin, HS classification linked to the application of preferential and non-preferential Free/Preferential Trade Agreements (e.g. cumulation, product specific rules etc). He also has extensive experience undertaking diagnostic assessments and gap analyses on behalf of multi-lateral development institutions including the International Monetary Fund.
Phillip has an extensive track record supporting managers and technical staff working in customs and other border agencies in the design and delivery of solutions to improve trade facilitation outcomes. This has included providing change management recommendations and development roadmaps, classroom training and workshops and on-the-job mentoring relating to cross border trade efficiency aligned to international leading practice.
