INCU Summer School and Opening of INCU Regional Office in Shanghai

The International Network of Customs Universities (INCU) Summer School, hosted by Shanghai Customs University (SCU) at its new Dishu Lake Campus, is being held from 16 to 26 July 2025. Professor David Widdowson addressed participants and guests at the opening ceremony in his capacity of INCU President, together with Professor Chen Hui, President of the Shanghai Customs University and Mr Zhao Yihuai, Deputy Director of the Lin-gang Special Area Administration. 

The ceremony, which incorporated the official opening of the INCU Shanghai Regional Office, was attended by representatives from China, Russia, Germany, Poland, Australia, Malaysia, Philippines, Lesotho, Azerbaijan and Thailand, as well as the World Customs Organization’s Asia/Pacific Regional Office for Capacity Building. 

In his opening remarks, Professor Widdowson congratulated Professor Chen and the SCU Faculty for hosting the Summer School, which include lectures, site visits to industry and customs facilities, and exposure to a range of cultural activities. Topics to be addressed include customs policy, cross-border clearance, risk management, compliance management, disruptive technologies such as AI, regulation of cross-border e-commerce, international trade law, capacity building, the Harmonized System and WTO dispute settlement procedures.
