Peter Rickard
Lecturer

Peter is a Certified Fraud Examiner and a former manager of airline compliance with the Canada Border Service Agency. During his career at the CBSA, Peter held a number of regional and national management positions and acquired extensive program expertise in airline compliance (advance passenger information programs and data integrity), transportation audit, trade verification, trade incentives, and duty deferral programs.

Peter contributed to the development and implementation of Canada’s Customs Self-Assessment (CSA) program, the Canada-United States Free and Secure Trade (FAST) program, and the Advance Commercial Information (ACI) program. In addition to drafting regulatory revisions for key Customs programs, he co-authored the CBSA’s 24-hour rule for containerized cargo destined to Canada. Peter represented the CBSA at aviation security conferences on four continents. He has also conducted internal investigations and program reviews, developing and implementing corrective measures to deter fraudulent activities.

Peter has been an Adjunct Lecturer with Charles Sturt University since March 2014, teaching online and in Doha, Qatar.

Peter is an active member of the Association of Certified Fraud Examiners (ACFE) and the International Police Association (IPA). He holds a Bachelor of Arts in Psychology and Economics, a Masters of International Customs Law and Administration, and a Graduate Certificate in Forensic Accounting and Fraud Investigations.
