OCO PACER PLUS Rule of Origin Training

CCES is pleased to be delivering training on Rules of Origin (ROO) under the PACER Plus agreement. The training is on behalf of the Oceania Customs Organisation (OCO) and by funded DFAT (Australia) and MFAT (New Zealand). The initial group comprises 19 students from 11 pacific island countries.

The training is the first part of the OCO Professional Standards Framework (OPSF) which aims to professionalize and improve the proficiency of Customs officers across the Pacific. The Program commenced with a train the trainer course held in Fiji in August, followed by a six-week online study program. In early October the group attended a workshop held in Canberra focusing on implementing the ROO processes outlined Chapter 3 of the PACER Plus agreement. The final phase of the program will require students to design and deliver their own Rules of Origin course to their peers in their home customs administrations.
